Timothy Neill currently works at his painting and restoration studio in Hamilton, Massachusetts. He received his Master of Science in Art Education degree from Massachusetts College of Art in Boston and his Bachelor of Arts degree in Fine Art from York College of Pennsylvania.  He has been working in the field of art conservation since 2005.  After an extensive apprenticeship, Neill continued working as a painting conservator in the Boston area. In 2010 Neill co-founded Allied Conservation, specializing in the conservation and restoration of paintings, frames and objects.

Neill is a Copley Artist at The Copley Society of Art in Boston where he sits as chairman of the membership committee, he is a member of the North Shore Arts Association in Gloucester where he sits on the board of trustees, member of the Newburyport Art Association and is an associate member of the Guild of Boston Artists. Neill is represented by Sarah Jessica Fine Arts in Provincetown and currently teaches studio art classes at the ArtRoom Studio in Topsfield MA.
